Goa to launch AI Policy 2026 at its first-ever Goa AI Tech Conclave this October
Two-day summit to feature policy unveiling, a government-problem-statement AI hackathon, AI adoption dialogues, fireside chats and MoUs with AI companies
Panaji, October 8, 2026: Positioning Goa as a responsible-AI and tech innovation destination, the Department of Information Technology, Electronics & Communications (DITE&C), Government of Goa, has announced the Goa AI Tech Conclave, to be held on October 22–23. The flagship two-day summit aims to establish the State as an agile, real-world testbed for high-impact AI solutions and will serve as the launchpad for the Goa AI Policy 2026.
Speaking about the summit, Minister for Information Technology, Electronics & Communications, Shri. Rohan Khaunte, said, “Goa as a tech destination offers a unique combination. Whether it’s the progressive policies or creating an environment where talent, investment and innovation converge, Goa is creating a distinct identity on the national stage. We are showing the nation and even the world that we have arrived.”
Launch of the Goa AI Policy 2026: The centrepiece of the Conclave will be the official unveiling of the Goa Artificial Intelligence Policy 2026. The Policy lays out a three-year framework for 2026–29, built on five strategic pillars that guide AI adoption across governance, industry, skilling and citizen services. It introduces a four-tier, risk-based approach to AI governance, so that safeguards scale with the potential impact of each application, and sets up a dedicated institutional structure to steer implementation, ethics oversight and industry partnerships. Together, these measures aim to make Goa one of the most enabling and trusted environments in the country for building and deploying AI.
AI Hackathon on real government challenges: A key highlight will be the launch of the Goa AI Hackathon, built around problem statements sourced directly from various departments of the Government of Goa. Teams of innovators, startups and students will present AI-based solutions to these real administrative and public-service challenges, with promising solutions positioned to be taken forward for real-world application in government.
AI adoption panels and fireside chats: The Conclave will host a panel discussion on the adoption of AI, bringing together policymakers, industry leaders and practitioners to discuss how AI can move from pilots to scale in government and enterprise. Fireside chats with prominent leaders from the technology ecosystem will offer insights on the future of Artificial Intelligence.
MoUs with AI companies: The State will sign a series of MoUs with AI-focused companies and partners during the Conclave, including for the establishment of an AI Centre of Excellence (CoE) and AI Labs, strengthening Goa’s ecosystem for AI research, skilling, innovation and investment.
Tracks, Expo and Diaspora outreach: The Conclave is an initiative under the broader Goa AI Mission 2027 and is designed for a pan-India audience, including startups, founders, developers, students, government representatives, industry leaders and tech enthusiasts. Over two days, four parallel tracks will offer thematic sessions tailored to general tech enthusiasts, startups, AI professionals and students. An interactive AI Expo will showcase over 30 exhibitors, complete with product demonstrations and a 3D AI experience, alongside startup pitching sessions.
The event also places a strong focus on Goa Diaspora outreach, inviting global Goans in technology, finance and research to participate in the State’s AI journey. During the summit, the State will unveil a dedicated Diaspora Help Desk, a single-window portal to assist the Goan diaspora with mentoring local talent, hiring, investing and setting up tech ventures in Goa.
