Calangute Panchayat Holds Special Gram Sabha on Carrying Capacity

Calangute: The Calangute Village Panchayat conducted a special Gram Sabha to discuss the Carrying Capacity Study of the village, making it one of the first panchayats in Goa to hold a dedicated public discussion on the subject.

During the meeting, representatives from TERI presented and explained the Carrying Capacity Model for Calangute village. Villagers actively participated in the session, raising several questions and concerns regarding development, infrastructure, water resources, and environmental sustainability. The queries were addressed during the presentation, and many attendees expressed satisfaction with the explanations provided.

Sarpanch Joseph Sequeira informed the gathering that the Panchayat had rejected six applications seeking permission under the 200% Floor Area Ratio (FAR) provision. He stated that the Regional Plan permits only 80% to 100% FAR and questioned the rationale behind allowing 200% FAR. He emphasized that the Panchayat would continue to explain the findings of the study to residents before arriving at a collective decision on the Carrying Capacity Report during the next Gram Sabha scheduled for July 12, 2026.

Villagers appreciated the initiative taken by the Panchayat and urged that the survey be conducted honestly and transparently so that the true status of Calangute’s carrying capacity is reflected in the final report. Residents also lauded Sarpanch Joseph Sequeira, Panch members, and the Panchayat Secretary for organizing the special Gram Sabha and ensuring public participation in an issue of significant importance to the future of the village.
