In a circular dated May 25, the Ministry said all e-challans must comply with Rule 167A of the Central Motor Vehicles Rules, 1989. The rule lists certified equipment such as speed cameras, CCTV systems, speed guns, body-worn cameras, dashboard cameras, Automatic Number Plate Recognition systems, and weigh-in-motion technology. The advisory is significant for Goa, where traffic police had earlier confirmed that personnel used personal phones to click photos of violations and generate fines. The Centre said the move aims to bring uniformity, transparency, and legal compliance to traffic enforcement nationwide. States have been asked to ensure field units follow the approved device list and discontinue the use of personal handsets for challan generation.
