Goa Gears Up for 2027 Polls: FLC Workshop on EVMs Held at Old Goa
Panaji: The FLC workshop on EVMs and VVPATs for the forthcoming General Elections to the Goa State Legislative Assembly, 2027 was held today at “The Fern Kadamba Hotel” at Bainguinim, Old Goa. The workshop is organised in view of the First Level Checking of EVMs and VVPATs which is scheduled to begin from 17-08-2026 onwards across all districts. The FLC process will continue until 31-08-2026, at 2 locations.
All DEOs, ADMs (Election), District EVM Nodal Officers, FLC Supervisors & EROs from all districts participated in the programme. Shri Maneesh Garg, IAS, Senior DEC, ECI and Dr. Sanjay Goel, IAS, CEO, Goa, inaugurated the workshop.
Throughout the day, experts provided training and explained the complete life cycle of EVMs and VVPATs. Detailed discussions were held on various protocols, including machine operation, randomisation, commissioning, poll procedures, counting, and post-counting processes. Shri Vishant S. N. Gaunekar Joint Secretary, Administrative Reform Department/ State Level Master Trainer (SLMT) made presentation on Technical and Administrative Safeguards on EVM. Smt. Triveni P. Velip, by Joint CEO made presentation on First Level Checking of EVM & VVPATs. Shri Mohit Kodesia, Deputy General Manager, BEL.elaborated on the security features and design of the machines. Hands on training on the EVM & VVPATs was taken by all the DEOs and EROs.
Shri Maneesh Garg, IAS, Senior DEC conducted a review meeting on the preparedness of upcoming General Elections to State Legislative Assembly with Chief Electoral Officer and State Police Nodal Officer of the state.


Adequate numbers of EVMs and VVPATs were made available at the venue, where engineers demonstrated their operation. Participants actively engaged with the sessions and gained a comprehensive understanding of EVM-related issues. A doubt-clearing session and an evaluation exercise were conducted at the end. All participants submitted declarations confirming that they had understood the topics covered and had no pending doubts.
