“Goa’s Stray Dogs Get Reprieve: SPCA Slams KTCL’s ‘Inhumane’ Ban on Feeding”

PANAJI: The Society for Prevention of Cruelty to Animals (SPCA) has issued an urgent legal notice to the Kadamba Transport Corporation Limited (KTCL), demanding the immediate withdrawal of its public notice banning the feeding of stray dogs at bus stands and depots.

The District SPCA stated in the notice that the ban is unlawful because Goa has no designated shelters for stray dogs. The KTCL has not yet secured its premises, as required, before taking action against stray dogs and stopping feeding, which violates the Animal Birth Control (ABC) Rules 2023 and the Prevention of Cruelty to Animals Act.

The DSPCA wrote to the Goa Medical College and Hospital at Bambolim, urging them to clarify that dogs cannot be removed or starved, as Goa has no designated shelters. The society further urged the hospital to set up a safe feeding spot for the existing dogs and focus on securing its boundary walls and gates instead of directing security staff to drive animals out.

The DSPCA also stated that forcing the dogs out or stopping feeding would violate the ABC Rules 2023 and the Prevention of Cruelty to Animals Act 1960, putting the institution at risk of criminal liability and contempt of court.
