Goa’s Saibar Mulla appointed BCCI Match Observer for India–South Africa Test at Guwahati
Goa’s cricket administration has received a major boost with Goan official Saibar Mulla being appointed as the BCCI Match Observer for the second Test match between India and South Africa to be played in Guwahati.
Mulla, who has risen through the ranks of Goa’s cricket structure, described the appointment as a proud moment not just for him, but for the entire state.
“This appointment is a huge honour for Goa’s cricket fraternity. It showcases the talent and dedication of individuals from our state and puts Goa on the national cricket map,” he said. “I’m thrilled to be part of this journey and look forward to contributing to the growth of cricket in Goa.”
A former Goa junior cricketer, Saibar represented the state at the U-13, U-14 and U-15 levels before moving into cricket administration. His deep connect with the game began at home. His father, Akbar Mulla, served the Goa Cricket Association (GCA) in various key roles for nearly two decades, including Treasurer, Senior Vice-President, Development Commissioner and member of the BCCI Marketing Committee.
“ My journey in cricket administration began after playing age-group cricket for Goa. My father, Mr Akbar Mulla, was in the Goa Cricket Association committee for almost 15 to 20 years. Watching him discharge his duties as an administrator inspired me at a very young age,” Saibar recalled.
Over the years, Saibar has served as President of Akbar Sports Club, handled day-to-day cricket administration at club level and been actively involved in various GCA organising committees for A Division, B Division and Premier League tournaments. His work eventually saw him become a co-opted member of the GCA, paving the way for higher responsibilities.
“Personally, this appointment is a dream come true. Representing Goa in a national-level assignment under the BCCI is a privilege,” he said. “I’m proud to be part of the Goa Cricket Association’s legacy and look forward to making a meaningful contribution.”
Saibar believes his appointment is also a reflection of the quality of administrators emerging from Goa.
“This appointment is indeed a recognition of the administrative talent emerging from the Goa Cricket Association. It shows that our hard work, dedication and passion for the game have been acknowledged at the national level,” he said.
Saibar credits five key figures for shaping his journey in cricket administration.
His first role model is his father Akbar Mulla, whose decades of service to Goa cricket left a deep imprint on him. His second is senior GCA stalwart Chetan Desai, “a pioneer in Goa Cricket Association,” whom he watched closely “doing fantastic work for Goa cricket.”
He also draws inspiration from Vinod Phadke, a long-serving cricket administrator and family friend, and Suraj Lotlikar, former GCA President, whose leadership and guidance he describes as “a constant source of inspiration”.
His fifth role model is the current GCA President Mahesh Desai.
“His influence has been pivotal in my selection as an observer for the India vs South Africa second Test match. I’m thankful for his mentorship and the trust he’s placed in me. I’m inspired by his passion for cricket and his commitment to nurturing talent,” Saibar said.
Explaining the scope of his assignment, Saibar underlined the importance of the Match Observer’s role in modern cricket.
“A Match Observer plays a pivotal role in the successful execution of international or domestic cricket matches. My primary responsibility is to oversee the logistical and operational aspects of the match, ensuring compliance with BCCI regulations and requirements,” he said.
“I hope this appointment inspires others in Goa involved in cricket — umpires, scorers, administrators — to pursue their passion and work towards their goals. This achievement is not just about me, it’s about the entire Goa cricket community,” he added.
His advice to youngsters who aspire to work behind the scenes in cricket is clear:
“To young Goans aspiring to work behind the scenes in cricket, I’d say: Go for it. This field offers immense opportunities for growth and learning. Be prepared to work hard, be flexible and seize every opportunity that comes your way. Most importantly, stay true to your passion for the game, and success will follow.”
As Saibar prepares to don the BCCI blazer as Match Observer in Guwahati, his journey from junior Goa cricketer to national-level administrator stands as a powerful reminder that Goa’s contribution to Indian cricket extends far beyond the playing XI.
