Goa’s Homestay Scheme Sets Benchmark, Inspires Delhi to Revive B&B Policy”

Panaji, October 24, 2025: The Goa Tourism Department’s Homestay and Bed and Breakfast (B&B) scheme has set a new benchmark across the country. With the successful implementation of this scheme, other states including Delhi are preparing their own schemes taking Goa’s advanced and people-centric tourism model as a model. The Delhi government recently announced the revival of its discontinued B&B scheme and has adopted the Goa scheme’s blueprint for this, which includes financial incentives, simplified registration process and quality standards.

Goa’s scheme focuses on providing tourists with an authentic Goan experience along with sustainable livelihoods in the rural areas of the state. Eligible homestays and B&Bs get a lump sum financial assistance of ₹2 lakh, online and offline registration facility, as well as publicity and promotion through official media of Goa Tourism.

This initiative not only promotes tourism but also rural and regenerative tourism. It empowers women and young entrepreneurs and encourages tourists to experience the culture and lifestyle of Goa’s hinterland. Homestay operators are provided with concessions on electricity and water rates, marketing support, and training to enhance service and sustainability, according to the Gold and Silver categories.

With the Delhi government’s decision to model its B&B scheme on the Goan model, Goa is emerging as a new leader in India’s tourism sector. This success has proven that a combination of right incentives, easy processes and local participation can create a sustainable and inclusive tourism system.

Tourism Minister Shri Rohan Khanute said, “Goa’s Homestay and B&B scheme is designed to empower Goans and provide meaningful experiences to travelers. Other states are now adopting this model, which means our ‘community-driven’ approach to tourism is moving in the right direction.”

Director of Tourism, Mr. Kedar Naik said, “This scheme gives Govt. an opportunity to welcome tourists to their homes, earn additional income and share their culture with them. Through financial assistance, training and a transparent registration process, the benefits of tourism reach every stakeholder.”

Goa’s scheme is based on the principles of authentic living, local participation and responsible tourism. As a result, Goa is becoming a national leader in innovative tourism management in India and is inspiring other states to take the same path and give a new direction to traditional hospitality.
