North Goa Collector Chairs 3rd Special Cell Meeting on Solid Waste Management; Reviews SC Compliance

The meeting was attended by Deputy Collectors/SDMs, Mamlatdars, BDOs, Deputy Directors of Panchayats and Tourism, along with officers from the Urban Development Department, GSPCB and Police Department. The meeting reviewed the ongoing identification and registration of Bulk Waste Generators (BWGs) in North Goa.

It was noted that 248 BWGs have been identified, of which 32 have successfully registered on the CPCB centralized portal. In accordance with the latest directions of the Hon’ble Supreme Court dated 18th August 2026, local bodies were directed to strictly enforce registration of BWGs and clearly communicate the consequences of non-compliance, including temporary disconnection of electricity and water supply, wherever applicable in accordance with the prescribed legal framework. To strengthen citizen participation and awareness, local authorities through the Directorate of Municipal Administration (DMA) and Directorate of Panchayats (DoP) have been directed to place Solid Waste Management Rules-related matters before subsequent Gram Sabha and Council meetings. The Directorate of Education has also been directed to incorporate awareness and knowledge of the Solid Waste Management Rules, 2026 into school education and curriculum-related initiatives. The meeting also reviewed fortnightly inspection reports and complaints received from various areas. To ensure timely and effective enforcement, Taluka-level teams have been directed to strictly adhere to the prescribed inspection schedules and submit only geotagged photographic evidence as part of subsequent inspection reports. The Special Cell reiterated the need for coordinated and sustained action by all concerned departments and local authorities to ensure effective implementation of the Solid Waste Management Rules, 2026 and compliance with the directions of the Hon’ble Supreme Court across North Goa District.
