Model Code of Conduct Lifts, Normalcy Returns to Goa
In a significant development, the Goa State Election Commission has lifted the Model Code of Conduct (MCC) with effect from 00:00 hours on December 23, 2025, marking the end of restrictions imposed during the Zilla Panchayat elections. The MCC was enforced on November 29, 2025, ahead of the December 20 polls, and its lifting paves the way for normalcy to return to the state’s political landscape .

The election commission had imposed the MCC to ensure a level playing field for all parties and prevent any actions that could influence voters. With the MCC now lifted, the state government can resume announcing new policies and initiatives without restrictions.
The Zilla Panchayat elections saw a robust voter turnout of 70.81%, with the BJP-MGP alliance emerging victorious, securing 32 seats. The Congress party won 10 seats, while the Aam Aadmi Party and Revolutionary Goans Party secured 1 and 2 seats, respectively ¹ ² ³.
