SPECIAL INTENSIVE REVISION 2026 W.R.T.01/01/2026 AS QUALIFYING DATE

As per the revised schedule ordered by ECI on 30/11/2025, the process of enumeration has been completed for Goa. Out of total 11,85,034 electors as on 27/10/2025, 10,84,956 (91.55%) numbers of Enumeration Forms (EF) have been collected and digitized, whereas 100078 (8.45%) electors are marked as uncollectable cases/ASDD by the BLOs after following the due process and paying minimum 3 visits at the site, based on the field verification. The breakup of which is as under:

29750(2.51%) -Electors as untraceable/Absent
40,473(3.42%) -Electors as permanently shifted
2008(0.17%) -Electors already enrolled
2273(0.19%)-other category like Enumeration Forms not signed or refused to sign, refused to submit Enumeration Form etc.
The BLO have conducted the meeting with the BLAs on 10/12/2025 for all the parts in the state and have shared & discussed the list of uncollectable Enumeration Forms/ASDD electors in the said meeting before finalizing the same. The minutes of the BLO-BLA meetings dated 10/12/2025 are uploaded on the websites of CEO and DEOs.
After completion of enumeration process on 11/12/2025, the District Election Officers have also conducted meeting with the representatives of the political parties on 12/12/2025 and shared with them the list of ASDD electors/ uncollectable Enumeration Forms. The minutes of the said meetings are being made available on the CEO/DEOs websites.
The state level meeting with the representatives of the recognized political parties is conducted on 13/12/2025 and Chief Electoral Officer has briefed them on the above stated aspects.
The EROs are presently assessing the Enumeration Forms and the work of scrutiny of EF is underway.
The process of Rationalization of Polling Booths has been completed in line with ECI guidelines that “no booth should have more than 1200 electors assigned to it”. The present position of polling booths is as under:

The Draft Roll shall be published on 16/12/2025 alongwith the final ASDD list and the same will be available at the polling booths, ERO/AERO offices, Websites of DEO and CEO etc. The aggrieved person may file their claims and objection to the Draft Roll from 16/12/2025 to 15/01/2026.
Out of the total EFs collected there are 182855 (15.43%) cases wherein the present elector has not been mapped with his last SIR details. The EROs are presently assessing these Enumeration Forms and the work of scrutiny of EF is underway so that mapped cases can be increased further by way of table top exercise.
The EROs/AEROs shall be issuing notices to the unmapped electors from 16/12/2025 onwards and personally hearing the electors and obtaining supporting documents from them, if needed.
The EROs shall be deciding the cases after hearing the electors in the cases of unmapping and claims & objections and the Final Electoral Roll shall be published on 14/02/2026.
