Goa Nightclub Fire: Owners Flee Country, Probe Underway
Arpora: A magisterial inquiry has been initiated into the deadly fire incident at Birch by Romeo Lane nightclub in Arpora, Goa, which claimed 25 lives on December 7, 2025. The committee has visited the site and called for relevant documents.
The Sarpanch had issued NOCs for electricity and water connections, house repairs, and a trade license, despite the premise operating beyond its license expiry since March 2024. Authorities are scrutinizing documents and have sealed two other Romeo Lane establishments ¹.

The deceased have been identified, with 20 bodies shifted to their native places. The government has supported transportation costs for the deceased and their families.
The police have issued a lookout circular against owners Saurabh and Gaurav Luthra, who fled to Phuket immediately after the incident. Interpol assistance is being sought to apprehend them. One person, Bharat Kohli, has been arrested and brought to Goa for questioning ² ³.
A safety audit committee has been formed to prepare standard operating procedures for clubs and establishments. The incident has raised concerns over fire safety and regulatory compliance in Goa’s nightlife industry.
